Edenilso Rossi Arnaldi Reviews Ordinance Reserving Construction Jobs for the Homeless

As a part of a municipal Action Plan to promote policies for the homeless, Sao Paulo Ordinance No. 59.252 of March 6, 2020, reserves a minimum job quota in public works for people on the streets in Sao Paulo, Brazil, reports Edenilson Rossi Arnaldi, founder and CEO of Sial Engenharia.

Per the document, civil society programs or companies engaged in public service projects and contracted by the Sao Paulo administration for 120 days or more must reserve two percent of job vacancies for homeless persons.

Per Art. 4, candidates for job vacancies must fulfill the following requirements:

  • Be engaged in the Sao Paulo programs and services network for people on the streets
  • Be welcomed in City Hall units designed for such purpose for people on the streets

According to Edenilso Rossi Arnaldi, the responsibility of contracted organizations and companies, per Art. 2, is to list the exact number and types of jobs each contract generates and provide it for the Municipal Secretariat for Economic Development and Labor through the Support Center for Work and Entrepreneurship, or Cate.

The list’s purpose is to furnish an accurate number for relevant job banks, says Arnaldi.

Cate, will likewise need to inform the contracted organizations or companies, within 30 days, of the number of people who meet the job qualifications, Arnaldi says.

Edenilso Rossi Arnaldi also notes that, per Art. 3, the Secretariat must indicate to Cate the number of homeless persons engaged in the municipal social assistance network, with their relevant data and professional qualifications, as valid candidates for the vacancies.

Arnaldi also emphasizes that the contracted companies or organizations will be permitted to train candidates referred by City Hall according to the employee’s job duties.

Edenilso Rossi Arnaldi is a businessman originally from Paraná, Brazil. Public service positions he’s held include president of both the Civil Construction Industry Union of West Paraná and the State Chamber of Civil Construction.
